Dont think me like I am the guy that says something like we shouldnt use master difficulty now just because of the bullet-spongyness or something like that, thats not my point here and I do have to agree with the common sense here that the Master difficulty is actually the base default one, and that other difficulties seem to be created later, so in other words it seems the devs were testing and adjusting the whole game on default (later named the master difficulty) and then created the other ones for players that would struggle on master difficulty. All that is required is fresh SoC install and data unpacker that will let you see and edit the configs used by the game. For that reason I even made a video on YT that nicely showcases how the damage actually works and how is the table chart is actually accurate in this matter. There is a table chart found and posted by /u/Voroseeg which nicely shows what the difficulties actually change, and from my own little researches and testings this information completely checks out as true in every aspect I tested so far. In fact, only in SoC the damage output differs for the player, and there at master difficulty are enemies actually more bullet-spongy if we would compare it to other difficulties. This is completely false in any of the 3 STALKER games. So as some more insightful and more informed people here know, there is a very old and unfortunately still living myth which says that enemies are less bullet spongy on higher difficulty, or in other words that you and NPCs do lesser damage on low diff.
